CABINET ASSIGNS RECONSTRUCTION WORK TO NPC


KATHMANDU, Nov 20: National Planning Commission (NPC) has been mandated to carry out reconstruction works until National Reconstruction Authority (NRA) comes into being.

Though the authority, with NPC Vice Chairperson Govinda Raj Pokharel as CEO, was established in June by issuing an ordinance, the government failed to make the entity legal by endorsing NRA Bill.
The ordinance expired in August.

The cabinet meeting held on Thursday decided to entrust the task to NPC, stating that reconstruction works have been affected because of the failure to legalize NRA.

The government appointed former governor of Nepal Rastra Bank Yubaraj Khatiwada vice chairman of NPC two weeks ago. It, however, has not been able to appoint other members in the apex planning body.

The government has not been able to endorse NRA Bill because of power sharing dispute among political parties. This has serious affected reconstruction works. Though parliament's special session is beginning from Sunday, it is not known when NRA Bill will be endorsed.

Donor agencies have pledged assistance worth around Rs 400 billion for reconstruction works. But promulgation of constitution and protest in Tarai district as well as the Indian blockade has put reconstruction works on the back-burner.

The governments of both Sushil Koirala and incumbent PM KP Oli have been criticized for their indifference to reconstruction works and ignoring the plight of quake-hit people.

Meanwhile, the cabinet meeting has also approved loan assistance worth Rs 23.3 billion to be extended by the Government of Japan to build schools and shelters in quake-hit districts.
